BPF Reconstruction Support Programme.

In light of the state of calamity declared in the country until 15 February 2026, and the damage caused by successive storms that have significantly affected businesses, it became necessary to create an urgent support instrument to mitigate the negative impacts on the economy.

The Reconstruction Support Lines, made available by Banco Português de Fomento (BPF), are intended to support investment (premises, equipment, biological assets), working capital, and the immediate liquidity and cash-flow needs of affected companies, with a total envelope of €1.5 billion, of which €100 million may be converted into non-repayable grants.

Guaranteed financing line with a total envelope of €1.0 billion, with the possibility of converting 10% into non-repayable grants (€100 million), aimed at providing urgent support for investment and working capital.

Investment.

Purpose
It is intended to support reconstruction arising from damage caused by storms and extreme weather events in municipalities where a state of emergency or calamity has been declared, from January 2026 onwards (inclusive).
Maximum Amount | Beneficiary
Up to 100% of the damage incurred, net of any payments received under insurance policies. Allocation to working capital may not exceed 25% of the contracted financing amount. The eligible amount granted is subject to the availability of State aid ceiling limits.

SMEs, Small Mid Caps, Mid Caps, Large Enterprises, and Other Entities.
Modality
Medium and Long-Term Credit.
Loan Term
Up to 10 years from the date of contracting.
Utilisation Period
Up to 12 months.
Grace Period (Principal + Interest)
Up to 36 months from the date of contracting.
Principal Repayment
Constant, equal, and arrears instalments (monthly, quarterly, or semi-annually).
Interest Rate
Euribor + a maximum spread of 0.5%.
Guarantee Fee
Exempt.
Banking Costs

No bank fees apply.

 

The beneficiary is responsible for legal costs and taxes associated with the contracting process.

Conversion into a Non-Repayable Amount
A portion of the loan may be converted into a non-repayable grant, up to a limit of 10% of the contracted and utilised financing amount.

Purpose

It is intended to support immediate liquidity and cash-flow needs arising from damage caused by storms and extreme weather events, in municipalities where a state of emergency or calamity has been declared, from January 2026 onwards (inclusive).

 

This support includes, in particular, cash replenishment, working capital, and the coverage of essential ongoing needs required to ensure the continuity of business activity.
